New Occupational Health and Safety Administration rules intended to improve safety for crane operations are set to go into effect Nov. 8, but some industry stakeholders say the rules are too complex to be implemented so soon. The new rules, introduced July 27 in a 1,100-page report, represent “10 years of hard work” by OSHA and labor groups to provide updates to the 40-year-old crane standard, said Sean Thurman, manager of regulatory affairs for Associated Builders and Contractors. “That time has come and gone and there is still nothing substantial from OSHA to help people better understand the new ruling,” Thurman said. “We’re not trying to push back the effective date of the ruling. We support the new rules. We just want to give people a chance to understand them.”
